Summary
This course provides an introduction to biodiversity in the planning process, including how and why ecological considerations are important. The course is provided online via presentations and workshops, including worked examples of real planning cases. After the first session which covers the legal and policy framework, delegates are invited to submit examples or particular issues to be discussed during the second session. Although most consultant ecologists interact with the planning process on a daily basis, there is limited direct or formal training relating to planning matters. This course aims to improve planning literacy for delegates, with practical tips for improving outcomes for biodiversity in the planning process. The course is also suitable for environmental or planning professionals who have an understanding of or interest in ecological matters in the planning process, without requiring specific or detailed technical knowledge of ecological survey or mitigation techniques.
Description
In the first session, the course will provide an overview of biodiversity law and how this interacts with the planning process. The planning system including application processes, planning policy and the role of Local Authority Biodiversity officers and ecological consultees will be explained. This will be in a webinar format. Where there are differences in Wales, Scotland and England, these will be set out.
A workshop will follow exploring emerging policies and approaches. This will include District Licensing, planning reform, ecosystem services/green infrastructure, biodiversity net gain and Nature Recovery Networks. Discussion will be welcomed. Any particular approaches could be discussed on more detail if requested by the participants in advance.
Links to example planning cases will be provided at the end of the first session with the invitation for attendees to review and decide how they would respond as a Local Authority Ecologist. These cases will be discussed and reviewed in detail in the second session. Participants will also be invited to present and discuss any particular issues or cases they may wish to. The session will close with a webinar covering Top Tips for planning submissions including evidence requirements, reports, use of Supplementary Planning Documents and best practice guidance and protocols.
NB The course is focused on Local Planning Authority processes rather than the Development Consent Order process for Nationally Significant Infrastructure Schemes. Interaction between planning and protected species licensing is also discussed, but the course does not cover information and mitigation requirements for licensing in its own right.

Learning Outcomes
- Understanding of how spatial plans, strategies and policies take account of biodiversity and influence planning decisions.
- Understanding of how biodiversity legislation and policy should be applied during the planning application and determination process, including the role of the SNCO and the use of conditions and legal agreements.
- Understanding of the impacts of ecological concepts such as green infrastructure and biodiversity enhancement/net gain and how they do/will influence development proposals, spatial plans, strategies and policies.
- Understanding the information and evidence requirements of the planning decision-maker at different stages of the planning application process.
- Each course is adapted to cover any updates or changes to requirements, and will reflect best knowledge of planning reforms and policy changes related to biodiversity at the time of delivery.
