The course is designed specifically for anyone working on development or strategic planning that could impact upon European designated sites, giving a thorough understanding of the overall purpose, process and methodology of the HRA of projects and plans.
As well as covering relevant policy and legislation, practical workshops and presentations will be used to explore the key stages of the HRA process, with professional tips and hints on compliance and best practice.
Practitioners will come away with a clear understanding of how to apply their role in the HRA process most effectively and an improved understanding of other roles.
This training is appropriate for those who are new to Habitats Regulations Assessment (as it assumes little prior experience and includes an introduction to the Directives, the Regulations and the sites protected by them), it also covers the whole HRA process and seeks to offer some more in depth training to intermediate level delegates who will have has some experience of HRA.
The course focus is on a correct understanding of the requirements of HRA and the very specific legal tests set out within the regulations themselves and on helping people with their practical implementation of the process. There is a lot of material to cover but delegates will have frequent opportunity to work in small groups to apply some of the theory to real case examples and think through the implications for their HRA work.

Beginner - Intermediate
The training is aimed at beginner/intermediate level; it assumes no prior experience and includes an introduction to the Directives, the Regulations, and the sites protected by them. The course also covers the whole HRA process and seeks to offer some more in-depth training to intermediate level delegates who have some experience of HRA.
- Relate the Habitats Regulations Assessment process to the source legislation (Directives and Regulations) and relevant Government policy.
- Explain the key assessment stages such as screening, appropriate assessment and the integrity test.
- Evaluate and apply the assessment stages in light of case law, case studies, examples of good practice and sources of advice and guidance.
- Appraise HRA related work in terms of compliance with the whole of HRA procedures and assess pitfalls to avoid.
- Review and revise assessments to ensure they are focused, effective, proportionate and fit for purpose.
